Sen. Sampson: Secretive Earmark Process Is a Disgrace to Connecticut Taxpayers

HARTFORD — State Senator Rob Sampson (R-Wolcott), Ranking Senate Member of the Government Oversight Committee and Senate Republican Policy & Screening Chairman, released the following statement regarding the continued use of unvetted earmarks added to budget documents without public hearings, transparency, or meaningful oversight.
“For two consecutive years, on February 25, 2025 and February 25, 2026, millions of dollars in earmarks were inserted into budget documents without public hearings and with virtually no scrutiny. As Ranking Member of Government Oversight, I have led the fight to expose and challenge this process.
When I questioned Senate Democrats on the floor, I asked basic, fundamental oversight questions:
Who requested these earmarks?
No answer.
How specifically will the money be used?
No answer.
Will these expenditures be audited?
No.
These are not complicated or partisan questions. They are the bare minimum that taxpayers deserve before millions of their dollars are handed out. The majority demonstrated they are incapable of providing even basic information about how and why this money is being distributed.
That is unacceptable. It is disgraceful.
This is not how transparent government operates. This is not how accountable budgeting works. This is what happens when a supermajority grows comfortable operating without challenge.
I have repeatedly called for full disclosure of who requests earmarks, detailed justifications for their use, and mandatory audit requirements. Instead of answers, we have been given silence and process abuse.
While I do not endorse Governor Lamont’s broader fiscal policies, I acknowledge his recent line-item veto of certain earmarks. It is clear that public pressure and direct scrutiny on the Senate floor made a difference. When confronted publicly, even the governor recognized how indefensible this process had become.
Taxpayers should not have to rely on embarrassment to achieve accountability.
This fight is not over. I will continue to demand transparency, public hearings, documentation, and audit requirements for every dollar appropriated outside the normal legislative process.
Connecticut families work too hard to fund a government candy store for politically connected organizations operating in the shadows.”
