State Sen. Cicarella Called for Safeguards on S.B. 83, Emphasizes Legislative Oversight and Accountability

Hartford —State Sen. Paul Cicarella (R–34) today addressed S.B. 83, An Act Establishing the Federal Cuts Response Fund, stressing the importance of legislative oversight and responsible allocation of state funds.
“I did support this legislation during the special session, given the uncertainty at the time and the need to have money available for specific purposes,” Sen. Cicarella said. “However, as we’ve seen, large sums have been allocated without the usual legislative processes. We need safeguards to ensure taxpayer dollars are spent wisely and transparently.”
Sen. Cicarella explained that while preparing for potential federal funding changes is important, it should not bypass the legislative process: “Normally, money is allocated through a process that allows us to hear from the public, weigh the facts, and make the best decisions for our constituents. Extending the current approach diminishes that purpose.”
To address these concerns, Sen. Cicarella introduced amendment LCO 678 that establishes safeguards for any funds allocated from the proposed $330 million. The amendment requires detailed applications that justify the need, describe the public purpose, and explain how the funds will serve the community. It also implements checks and balances, including reporting after funds are distributed to ensure transparency.
“This amendment is common sense,” Sen. Cicarella said. “It protects taxpayer dollars while still allowing vital support for Connecticut’s communities. Our nonprofits do incredible work, and these safeguards will ensure that funds are used effectively.”
Despite the effort, several amendments proposed by Senate Republicans aimed at increasing legislative oversight, protecting taxpayers, and ensuring transparency for third-party and nonprofit funding were not adopted.
Sen. Cicarella noted that passing the bill does not end the legislature’s responsibility to the public.
“Even with this bill moving forward, I will be keeping a close eye on how these funds are spent,” Sen. Cicarella said. “We can plan for uncertainty, but we cannot compromise on accountability or the public’s trust.”
