Government Oversight Committee Advances Land Conveyance Bills for Newtown to Public Hearing - CT Senate Republic

HARTFORD, CT – Two important land conveyance bills affecting Newtown are now moving forward for public input. Following a recent Government Oversight Committee meeting, both proposals have been officially raised and are scheduled for a public hearing on Monday, May 5, 2025.

Senate Bill 1562 – AN ACT CHANGING THE AUTHORIZED USE OF A PARCEL OF STATE LAND PREVIOUSLY CONVEYED TO THE TOWN OF NEWTOWN

This bill proposes to lift a current deed restriction requiring that a parcel of state-conveyed land in Newtown be used solely for economic development. The updated legislation would allow the town the flexibility to use the property instead for open space or recreational purposes, reflecting current community priorities and needs.

Senate Bill 1564 – AN ACT AMENDING A PRIOR CONVEYANCE OF A PARCEL OF STATE LAND TO THE CATHERINE VIOLET HUBBARD FOUNDATION, INC.

This bill seeks to remove a restriction that currently prevents the Catherine Violet Hubbard Foundation from using the land as collateral for a securitized loan. The change would enable the Foundation to pursue traditional financing to support its mission of environmental stewardship, humane education, senior pet assistance, and sanctuary revitalization.

Senator Hwang emphasized, “I’ve been fully committed to advancing these conveyance bills because they reflect the values and aspirations of our Newtown community,” said Senator Tony Hwang. “These are not just parcels of land—they are opportunities to preserve open space, strengthen education and environmental stewardship, and empower local organizations doing meaningful work. I encourage all residents to speak up—whether in person, via Zoom, or through written testimony. Your voice matters, and your input will help guide responsible, community-centered outcomes.”
