Sen. Sampson, Senate GOP Offer $700M Tax Relief for Middle-Class Families and Job Creators

Sen. Sampson: ‘This is about the people of CT, not the government.’
Senior Deputy Republican Leader Rob Sampson (R-Wolcott), who is also the caucus’s Policy and Screening Chair, today stood with Senate Republicans to unveil a biennium $700 million tax relief proposal aimed at lowering costs for middle-class families and job creators. This affordability plan is largely based on measures offered by Sen. Sampson in prior legislative sessions, notably a two-percent property tax cap for municipalities and the elimination of unfunded mandates.
He and Senate Republicans expect the plan to help middle-class families by:
- Cutting income tax marginal rates from two percent to one percent, and from 4.5 percent to 4 percent, saving an average family $1,000 per year for Income Year 2026; further rate reductions would occur in Income Year 2028 and beyond. A portion of the tax reductions would be offset by instituting a SEBAC wage freeze.
- Simplifying the tax code.
- Cutting licensing fees and reducing filing fees.
- Reducing the half-percent state payroll tax for Paid Family Medical Leave.
- Instituting a two-percent property tax cap for municipalities.
- Eliminating unfunded mandates.
- Permanently extending the fiscal guardrails.
- Tightening the bonding cap.
Sen. Sampson said, “This plan for affordability is about the people of Connecticut, not the government. Instead of looking for ways to spend more money and grow government, I’m leading our Senate Republican caucus to offer ideas that will bring savings to the people who need it most.
“We hear the stories each day from people who are being crushed by property tax, unable to work because of burdensome licensing fees, or unable to pay for childcare because its cost has ballooned to almost that of a mortgage.
“We can and must take government out of your pocketbooks so your money can go as far as it should. This is another attempt to help struggling taxpayers and job creators. For months, I’ve been working with my colleagues to bring solutions to curb staggering electric bills. At some point, the Majority Democrats must stop ignoring the concerns of Connecticut residents.”
