Senator Sampson debates and offers an amendment to a Government Administration and Elections Committee bill that, in his view, is a mandate for racial and gender quotas when determining whom should be memorialized as a statue at the state capitol. Senator Sampson goes on to argue that as society has become advanced by providing opportunity for all, our decisions on this matter will reflect this new reality. Ultimately, he says, a person’s individual merits should be the deciding factor for being commemorated.
